That’s all correct. However, in the scenario described by the OP, there was already a race in decline and it’s the new Active race that comes with the Fishing power.
The question was whether regions controlled by the in decline race should count towards the Fishing bonus VPs and the answer is ‘no’, for the reasons stated above in this thread.
