Say you have two swamp regions, ok so then each Behemoth token is equal to 2 normal however they must also be with 1 of your normal tokens. So then you could capture a mountain which would normally need three tokens with just one token and one Behemoth.↧

I read it as they only come in pairs ("boy" and "girl") and that you get a pair for each swamp you control. (Most of the rest of the rules basically boil down to "you have to keep all of them together".) So, in your example I read it as I'd actually have a stack worth 4. Plus one of my own racial tokens for a total of 5.
The more I look at it the more it seems like what the rules really need is an introduction that says something like "You receive two behemoths. They get stronger the more swamps you control. Although mighty and fierce, they love each other dearly and can never be parted." If you start with that assumption the rest is much clearer.
Of course, it only took me about six reads through to figure all of this out . . .

You are interpreting the rules incorrectly.You get two behemoths. These are represented by the male and female stacks. Their strength (or size of each stack) is equal to the number of swamp regions. Each behemoth can be used to attack a different region but you can never have more than one male stack or more than one female attack on the board.
Make sense? I see the wording is a bit confusing, but that is the intent.

OK, I can see that now. My confusion comes from "These 2 stacks can never be split . . . " which makes it sound a bit like they always have to be paired. It means you can't split them to get more than 2. " . . . or mixed." is to prevent you from making a 4 point stack and a 2 point stack from two 3 point stacks.
