Everything you said sounds right to me. Each behemoth stack is one entity essentially and just grows or shrinks in size. It can only attack once in a turn because anything can only attack once in a turn (other powers that break that rule excepted).

That would mean that all powers that say “any region” could mean water spaces? It’s incredibly unclear.

I'll hold off buying the game until this is cleared up.

That is exactly how the app handles behemoth, so you are doing it the right way.

Maybe we can consider as a clue what is reported in the description of the Naga: "The Naga are used to living under the ocean so, unlike other Races, they may conquer Sea and Lake Regions".
The choice of words here would seem to rule out that only the Naga can conquer water regions (as a race power).

My local store (DK) has a 4th of September release, they have updated a couple times, so I'm assuming they heard it from their providers 😄

Thanks for all the replies and discussions so far, ya'll! Seems like the Rule-as-Written is definitely up to interpretation in this case lol.
Regarding to Marco Olivares's reply about Naga description, here's a picture of Gnome Race Tile which shows a conquer icon on top of a lake/sea region.

Hence the original question about the word "ANY" in this case.

Huh those words suggest that only Naga can conquer Sea and Lake Regions... the opposite of what you have stated?

The art is definitly confusing on that one. But, if the Gnomes have a power that lets them conquer water.....AND conquer any territory even not adjacent....AND lets them roll the conquer die before the attack...

That just makes the Naga's power almost meaningless. Like, the ONLY power the Naga have is to attack water. Like, why would they make another race thats just like the Naga but also way better lol

Yeah but they can only use it once per turn and it might not be advantageous to use it on a water regions depending on what is attached to the Gnomes. And the Naga could conquer multiple lake/sea regions on their turn.

Given the image on the Gnomes tile I’m inclined to say they can assault a lake/sea region with this power but only once per turn. With there being no other way (other than the Naga’s racial trait) to conquer sea/lake regions it doesn’t seem to over powered to me. Hopefully the designer will weigh in and settle this as it is rather ambiguous!

That makes the most sense to me.

Question is are there any other abilities that mention conquering "any" region, as those would include lake/sea based on Gnomes. If there are a few of those then that can undermine the Nagas quickly.

I've collated as many references to "any" region and Lake/Sea from the rules on their website to clarify this.

Firstly, Lake/Sea are considered "adjacent" to regions around them. I thought maybe this was a limitation but its not.

Fishing :"A Fishing Race collects 1 bonus Victory Coin at turn’s end for each Region it controls adjacent to a Lake or a Sea"

Secondly, references to conquering or interacting with any region:

Trolls: "Trolls may conquer any non-empty Region at a cost of 1 token less than normal (a minimum of 1 token is still required)."

Championing: "This Race controls 1 mighty Champion. Once a turn, it may conquer any adjacent Region for free."

Ashes of Al'ar: "Once per turn, Ashes of Al’ar allows the owner to conquer any Region on any board. The owner must still pay the normal conquest cost as if this Region was adjacent"

DoomHammer: "Once per turn, the player who wields the Doomhammer may conquer any 1 region with only 1 token but must first pay 2 Victory Coins to the previous owner. If there is none, they return the 2 VC to the Victory stash."

Also consider Ethereal interaction with Well of Eternity, which suggests they can conquer a Lake/Sea tile with a Well of Eternity on it:

Ethereal "Ethereals are Artifact collectors. Once per turn, they can steal an Artifact from a Region adjacent to one they occupy by moving this Artifact token into this adjacent Region (and they may use the Artifact power immediately) OR they may conquer any adjacent Region that contains a Legendary Place at a cost of 2 tokens less than normal (a minimum of 1 token is still required)"

Legendary Places "Markers with this icon are Legendary Places. Places markers cannot be moved (except the Well of Eternity that must be placed on a Sea or Lake Region when revealed)."

The above seems to suggest that you can conquer Lake/Sea with the above specific powers without being Naga but also confusing due to the reference to to "(i.e. Naga)" rather than "(e.g. Naga)":

"Seas and Lakes cannot usually be conquered but when they can (i.e. Naga), they require 2 Race tokens and give the standard 1 VC per Region to the player who controls them."

I think the intention is that generally only Naga can conquer Lake/Sea but for the above specified powers.

All solid reasoning and if all confirmed by the designer looks like they have built in abilities to combat the Naga’s ability which could be OP without a way to take those territories

This will have to wait for an official FAQ, but the original Small World rules are much clearer about this.

There is a power called"Seafaring" which says "As long as your Seafaring race is active, you may conquer the Seas and the Lake, considering them as 3 empty Regions. You keep these Regions even once you go into Decline, and continue scoring for them for as long as you have tokens there. Only Seafaring races may occupy the Seas and the Lake."

And then there is another power called "Flying" which says "You may conquer any Region of the map except Seas and Lakes. These Regions do not need to be adjacent or contiguous to ones you already occupy."

Assuming the designers did not intend to change this, it suggests that "any region" does not include water unless your race specifically has the power to occupy water spaces. But we'll need to wait for an official ruling.

It does not include water region. Only Naga can conquer Lakes.

So the following do not allow other races to conquer Sea/Lake? Obviously not doubting the designer but just want to confirm.

Gnomes: "Gnomes can launch, once per turn, an airborne assault on any Region of any board."

Goblins: "At the end of their turn, Goblins may place Bombs in adjacent Regions that are occupied by opponents’ Active Races."

Humans: "At the end of each of their turns, they place their 2 Military Objective tokens (retrieved, if necessary) in up to 2 different non-Alliance regions"
